วันนี้ (22 พ.ค.) ผู้สื่อข่าวรายงานว่า สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ ได้เผยแพร่ถ้อยแถลงการณ์เกี่ยวกับเหตุการณ์ชุมนุมของกลุ่มคนอยากเลือกตั้ง ที่เคลื่อนไหวเรียกร้องให้มีการจัดเลือกตั้งในปีนี้ ล่าสุดถูกเจ้าหน้าที่ตำรวจควบคุมตัวไปนั้น โดยมีรายละเอียดระบุว่า
ระหว่างวันที่ 21 ถึง 22 พฤษภาคม สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติร่วมกับหน่วยงานอื่นๆ ของสหประชาชาติ สังเกตการณ์ชุมนุมอย่างสงบที่จัดโดย “กลุ่มคนอยากเลือกตั้ง” ซึ่งเป็นกลุ่มนักกิจกรรมทางการเมืองและนักกิจกรรมรุ่นใหม่ที่ได้จัดการชุมนุมอย่างต่อเนื่องเรียกร้องให้จัดการเลือกตั้งปลายปี 2561 ผู้สังเกตการณ์ของสหประชาชาติได้ประสานงานและพูดคุยกับผู้จัดการชุมนุมและเจ้าหน้าที่จากสำนักงานตำรวจแห่งชาติ ผู้แทน “เครือข่ายสังเกตการณ์เลือกตั้งและการบันทึกการชุมนุมสาธารณะเพื่อสิทธิมนุษยชน” ซึ่งเป็นเครือข่ายภาคประชาสังคมที่สำนักงานข้าหลวงใหญ่ฯ ทำงานร่วมอย่างใกล้ชิดได้ลงพื้นที่สังเกตการณ์เช่นเดียวกัน
การชุมนุมครั้งนี้ที่มหาวิทยาลัยธรรมศาสตร์ ท่าพระจันทร์ จัดขึ้นเพื่อรำลึกสีปีรัฐประหารวันที่ 22 พฤษภาคม 2557 ในตอนเย็นเจ้าหน้าที่ตำรวจจับกุมผู้นำของกลุ่มฯ และนักกิจกรรมจำนวนสิบเอ็ดคน พวกเขาจะถูกนำตัวไปที่สถานีตำรวจชนะสงคราม แกนนำห้าคนได้ถูกร้องทุกข์โดย คสช. ว่าละเมิดคำสั่งที่ 5/2558 ที่ห้ามการชุมนุมทางการเมืองเกินห้าคน
สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ เรียกร้องให้ปล่อยตัวนักกิจกรรมเหล่านี้โดยผลัน ทั้งนี้ สำนักงานฯ ได้เรียกร้องรัฐบาลไทยอย่างต่อเนื่องให้เคารพสิทธิในการแสดงความคิดเห็นและชุมนุมอย่างสงบในฐานะที่เป็นรัฐภาคีกับกติการะหว่างประเทศว่าด้วยสิทธิทางการเมืองและพลเมือง

Between 21 to 22 May, the UN Human Rights Office for South-East Asia, together with other UN offices, observed a peaceful assembly organized by “Individuals Who Want Election”, a group of political and young activists that have been holding consecutive assemblies calling for a general election to be held by the end of 2018.
UN observers coordinated and held meetings with both the organisers and officials from the Royal Thai Police. Representatives from the “Public Assembly Monitoring and Human Rights Network”, a recently established civil society network with whom OHCHR has been working closely, were also present.
The demonstration, which took place at Thammasat University in Bangkok, was held to remember the four year anniversary of the 22 May 2014 military coup. In the afternoon, 11 leaders and activists were arrested by police officers. They will be brought to Chanasongkhram Police Station. The NCPO filed a complaint accusing five leaders of violating NCPO order 3/2015 which prohibits the political gathering of more than five people.
The UN Human Rights Office calls for the immediate release of these activists. We have consistently urged the Royal Thai Government, as a party to the International Covenant on Civil and Political Rights, to fully respect the rights to freedom of expression and peaceful assembly.
