ในโอกาสวันสิทธิมนุษยชนสากล ปีพ.ศ. 2564 คณะผู้แทนสหภาพยุโรปประจำประเทศไทยร่วมกับกรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม จัดแคมเปญสร้างความตระหนักรู้เกี่ยวกับประเด็นด้านสิทธิมนุษยชน โดยจะมีไฮไลท์เป็นงานเสวนาออนไลน์กับศิลปินมากความสามารถ อาจารย์ผู้สอนศิลปะ และผู้เชี่ยวชาญด้านสิทธิมนุษยชน ในหัวข้อเรื่องบทบาทของศิลปะในการผลักดันให้สิทธิมนุษยชนเป็นส่วนหนึ่งของวัฒนธรรมและชีวิตประจำวัน
เป้าหมายของการรณรงค์ในครั้งนี้ คือการนำงานศิลปะมาเป็นสื่อกลางในการเสริมสร้างความตระหนักรู้ต่อประเด็นด้านสิทธิมนุษยชน ควบคู่ไปกับการตอกย้ำความมุ่งมั่นทั้งของสหภาพยุโรปและกรมคุ้มครองสิทธิและเสรีภาพที่จะร่วมกันส่งเสริมสิทธิมนุษยชน โดยเฉพาะอย่างยิ่งในหมู่ผู้ที่ได้รับผลกระทบจากการระบาดของโควิด-19
กิจกรรมในปีนี้ประกอบไปด้วยงานเสวนาออนไลน์ และแคมเปญวิดีโอที่มีศิลปินชื่อดังของไทยมาเข้าร่วม อันได้แก่ กนิษฐรินทร์ ไทยแหลมทอง ศิลปินนักวาดภาพประกอบ นรภัทร ศักดิ์อาธรทรัพย์ ศิลปินผู้ส่งเสริมความหลากหลายทางเพศผ่านศิลปะการจัดดอกไม้ นักรบ มูลมานัส ศิลปินคอลลาจ ผู้ช่ำชองในการหยิบของโบราณมาตีความใหม่ และ พิเชษฐ กลั่นชื่น นักเต้นผู้นำศิลปะการแสดงมาจุดประกายความคิดด้านประเด็นทางสังคม
การรณรงค์เริ่มด้วยวิดีโอ “ศิลปะและสิทธิมนุษยชนท่ามกลางวิกฤตโควิด” ที่นำเสนอมุมมองของศิลปินทั้งสี่เกี่ยวกับบทบาทสำคัญของศิลปะในการเป็นสื่อกลางสำหรับถ่ายทอดประเด็นปัญหาด้านสิทธิมนุษยชนต่างๆ ท่ามกลางวิกฤติโควิด-19 ให้สาธารณชนทั่วไปได้ตระหนักให้มากขึ้น
“พอมีวิกฤตเข้ามา มันก็มีตัวเร่งปฏิกิริยาตรงนี้เข้ามา ทำให้มีความเหลื่อมล้ำมากขึ้น” คุณกนิษฐรินทร์กล่าว “จากคนที่ถูกลิดรอนสิทธิในสังคมหรือคนที่ได้รับสิทธิขั้นพื้นฐานไม่ครบถ้วนอยู่แล้ว มันยิ่งถูกโควิดกดให้อะไรๆ มันแย่ลงไปอีก”
คุณนักรบกล่าวเสริมจากมุมมองของผู้สร้างสรรค์งานศิลปะว่า “การที่คนมาดูงานศิลปะ มันทำให้รู้สึกว่ากลไกเรื่องเสรีภาพของเราแสดงออกมาได้ มันก็เป็นประตูบานหนึ่งที่ทำให้เราก้าวไปไกลกว่านั้น เราอาจจะไปค้นคว้าต่อ คิดต่อ หรือไปต่อยอดต่อ มันอาจมาพร้อมความตระหนักรับรู้บางอย่างที่เราไม่เคยได้คิดและตระหนักถึงสิ่งๆ นั้น”
นอกจากการร่วมแสดงความคิดเห็นผ่านวิดีโอนี้แล้ว เหล่าศิลปินทั้งหลายยังจะมาร่วมแลกเปลี่ยนความคิดเห็นเกี่ยวกับบทบาทของศิลปะในการสร้างความตระหนักรู้ต่อสิทธิมนุษยชน หลักนิติธรรม และความเหลื่อมล้ำในสังคม ในงานเสวนา “’วาดสิทธิด้วยงานศิลป์’ จับเข่าคุยเรื่องศิลปะกับสิทธิมนุษยชนในยุคโควิด” โดยจะมี ผศ. เสาวณีย์ แก้วจุลกาญจน์ ผู้เชี่ยวชาญด้านกฎหมายระหว่างประเทศ และผศ. ปวิตร มหาสารินันทน์ อดีตผู้อำนวยการหอศิลปวัฒนธรรมแห่งกรุงเทพมหานครมาร่วมเสวนาด้วย
เอกอัครราชทูตสหภาพยุโรปประจำประเทศไทย ฯพณฯ เดวิด เดลี ได้กล่าวถึงผลกระทบของไวรัสต่อสิทธิมนุษยชนไว้ว่า “เราได้เห็นหลายๆ ประเทศพยายามต่อสู้กับโควิด 19 ด้วยการปิดเมือง ทั้งปิดเพียงบางส่วนและปิดทั้งหมด มีการออกมาตรการมาห้ามคนออกนอกบ้านในเวลากลางคืน จำกัดการเคลื่อนไหวของประชาชน ฯลฯ โดยมองว่าการล็อคดาวน์นี่มันจำเป็นสำหรับการรักษาความปลอดภัยทางสาธารณสุข”
“แต่ที่ต้องคำนึงมากก็คือ ทำอย่างไรเราถึงจะไม่ทำเกินกว่าที่จำเป็นต้องทำ และเราก็ต้องเข้าใจด้วยว่า การคุ้มครองสิทธิมนุษยชนนั้นไม่ใช่การทำลายความมั่นคงของสาธารณสุข สองอย่างนี้ไม่จำเป็นต้องเป็นศัตรูกัน เพียงแต่ว่าทำอย่างไรให้มาตราการที่ออกมาได้สัดส่วนกับสถานการณ์ และใช้มาตราการนั้น ๆ เฉพาะในระยะสั้น นี่คือการสร้างความสมดุล”
อธิบดีกรมคุ้มครองสิทธิและเสรีภาพ ฯพณฯ เรืองศักดิ์ สุวารี กล่าวเสริมว่า “สถานการณ์สิทธิมนุษยชนในช่วงสถานการณ์แพร่ระบาดของเชื้อไวรัสโควิด 19 ส่งผลกระทบต่อพวกเราทุกคนในวงกว้าง ทั้งด้านสุขภาพ เศรษฐกิจ สังคม วิถีชีวิต การใช้ศิลปะแขนงต่างๆ เป็นเครื่องมือสื่อสาร จะช่วยเสริมสร้างสังคมให้เกิดความตระหนักรู้เกี่ยวกับหลักการสิทธิมนุษยชนขั้นพื้นฐาน ขยายช่องทางให้สาธารณชนสามารถเข้าถึงได้ในวงกว้างยิ่งขึ้น”
งานเสวนา ’วาดสิทธิด้วยงานศิลป์’ จับเข่าคุยเรื่องศิลปะกับสิทธิมนุษยชนในยุคโควิดนี้ จะมีขึ้นในวันพฤหัสบดีที่ 9 ธันวาคม 2564 เวลา 16.00 น. – 18.00 น. โดยมีณัชชานันท์ เลียงอรุณวงศ์ เป็นผู้ดำเนินรายการ และมีการถ่ายทอดสดผ่านทางเฟซบุ๊กเพจ European Union in Thailand
แม้งานเสวนาออนไลน์นี้จะจัดขึ้นเพื่อเป็นส่วนหนึ่งของการรำลึกถึงวันสิทธิมนุษยชน ซึ่งตรงกับวันที่ 10 ธันวาคมของทุกปี แต่คุณพิเชษฐก็ให้ความเห็นว่า การนำเรื่องสิทธิมนุษยชนมาแลกเปลี่ยนถกเถียงกันนั้นไม่ควรจะถูกจำกัดอยู่แค่ในวันใดวันหนึ่ง
“ตลอดทั้งชีวิตเรา เราจะต้องปกป้องความเป็นเรา เราจะต้องปกป้องสิทธิของเรา” คุณพิเชษฐกล่าว “งานสิทธิมนุษยชนไม่มีอีเวนต์ มันจะต้องเกิดขึ้นตั้งแต่วันแรกจนถึงวันสุดท้าย”

EU Celebrates Human Rights Day with Awareness Campaign, Online Talk on Arts and Human Rights in Times of COVID-19
In the run-up to Human Rights Day, celebrated each year on 10 December, the Delegation of the European Union (EU) to Thailand has joined forces with the Rights and Liberties Protection Department (RLPD), Ministry of Justice, to organise an awareness-raising campaign, featuring a special online talk on the role of arts in promoting the culture of human rights.
Through this campaign, the EU and the RLPD are using art to raise awareness of key human rights issues, and affirm their commitment to advancing human rights in Thailand. The focus of this year’s campaign will be on the rights of individuals in vulnerable situations, who have been disproportionately affected by the COVID-19 pandemic.
The campaign has been launched with a short video featuring four well-known Thai artists, Kanitharin Thailamthong, an illustrator, Naraphat Sakarthornsap, whose work promotes gender diversity through the art of floral arrangements, Nakrob Moonmanas, a collage artist who specialises in reinterpreting antiques, and Pichet Klunchun, an internationally-renowned dancer whose performances spark conversations around social issues.
Entitled “Arts and Human Rights in Times of COVID” the video presents personal perspectives of the four artists on the crucial role arts can play in stimulating public debates on human rights implications of the pandemic.
“The crisis acted as a catalyst, widening inequalities,” said Kanitharin. “People who normally faced discrimination or exclusion found themselves in a worse situation because of COVID-19.”
“When people look at art, they feel they can express their inner feelings and their freedom,” said Nakrob. “It is a gateway that takes us a step further, to more research, more ideas, and more thinking. It might make us realise something that has never crossed our minds before.”
In addition to the video, an online discussion featuring the artists, international human rights law expert Asst. Prof. Saovanee Kaewjullakarn, and the former director of Bangkok Art and Culture Centre Asst. Prof. Pawit Mahasarinand, will dive deeper into the role arts have played through human history in supporting actions to advance human rights and the rule of law. Entitled “The Role of Art in Cultivating Human Rights – a dialogue on arts and human rights in the COVID-19 era”, this discussion will also touch on the impact of a global health crisis on existing inequalities. It will be moderated by popular MC and English teacher, Natchanan Liengaroonwong.
“In many countries, we have seen public policy responses to the COVID-19 pandemic leading to total or partial lockdowns, curfews, restrictions on movement and freedom of association, and so on. These are important for basic public health reasons,” said H.E. David Daly, Ambassador of the European Union to Thailand.
“The challenge in this is to get the balance right,” Ambassador Daly added. “It’s also important to remember that the application of human rights is not by definition against the concept of protecting public health. The two things are not necessarily in contradiction but balance and proportionality, including timewise are crucial.”
“The COVID-19 pandemic has had a far-reaching impact on all of us, including the impact on public health, on the economy, and on society,” said Mr. Ruangsak Suwaree, the RLPD Director General. “Using art as a medium to communicate with the public can help us raise awareness of fundamental human rights issues and engage more people in this important conversation.”
The online discussion will be livestreamed on the European Union in Thailand facebook page on Thursday, 9 December, from 4:00PM – 6:00 PM. However, dialogues on human rights should not be confined to any single day, commented Pichet, who has frequently used his creation to challenge traditional practices and norms not in line with human rights.
“All our life, we need to protect our identity, protect our rights,” he said. “We should not only recognise and defend human rights on designated days. This should happen every day.”
