สำนักงานผู้แทนการค้าสหรัฐ(ยูเอสทีอาร์) ประกาศว่าประธานาธิบดีโดนัลด์ ทรัมป์ ประกาศระงับการให้สิทธิพิเศษทางภาษีศุลกากรเป็นการทั่วไป หรือจีเอสพี กับสินค้าไทยคิดเป็นมูลค่า 1,300 ล้านดอลลาร์สหรัฐ หรือราว 39,650 ล้านบาท โดยระบุว่าไทยล้มเหลวในการจัดสิทธิที่เหมาะสมให้กับแรงงานตามหลักสากล

ทั้งนี้สินค้าไทยที่อยู่ในรายการที่จะถูกตัดสิทธิจีเอสพีตั้งแต่วันที่ 25 เมษายน 2563 มีมากถึง 573 รายการ ครอบคลุมทั้งของกินและของใช้ ตั้งแต่อาหารทะเลหลากชนิด ผักและผลไม้ เมล็ดพันธุ์ น้ำเชื่อมและน้ำตาล ซอสถั่วเหลือง น้ำผักและน้ำผลไม้ ไปจนถึงอุปกรณ์เครื่องครัว ประตูหน้าต่าง ไม้อัดและไม้แปรรูป ตะกร้า ดอกไม้ประดิษฐ์ จานชาม เครื่องประดับ เหล็กแผ่น สแตนเลส ฯลฯ

รายละเอียดดังนี้
2.1 ประธานาธิบดีทรัมป์ มีหนังสือถึงประธานสภาผู้แทนราษฎรและประธานวุฒิสภา ลงวันที่ 25 ต.ค. 2562 มีใจความสำคัญว่า

“I have determined that Thailand is not taking steps to afford to workers in Thailand internationally recognized worker rights. Accordingly, it is appropriate to suspend the duty-free treatment accorded under the GSP to certain eligible articles that are the product of Thailand, effective 6 months after the date of this proclamation.”

“The United States remains committed to fair and reciprocal trade with Thailand.”

2.2 ทำเนียบขาวได้เผยแพร่ Presidential Proclamation to Modify Duty-Free Treatment Under the Generalized System of Preferences and for Other Purposes ซึ่งมีใจความสำคัญเกี่ยวกับประเทศไทยเหมือนกับหนังสือของ ประธานาธิบดีทรัมป์ข้างต้น

2.3 US Trade Representative (USTR) ได้ออกข่าวสารนิเทศระบุเกี่ยวกับประเทศไทยว่า

“The Office of the United States Trade Representative announced today that President Donald J. Trump is suspending $1.3 billion in trade preferences for Thailand under the Generalized System of Preferences (GSP) based on its failure to adequately provide internationally-recognized worker rights.”
